Preheat the oven to 190ºC/375ºF/gas mark 5 and lightly oil a muffin tin.
Place the oats and water in saucepan and bring to the boil, then continue to stir over a low heat until the mixture is the thickness of porridge. Remove from the heat.
Place the oil, treacle and sultanas in a saucepan over a low heat and stir gently until melted.
Mix the flour and baking powder in a bowl. Add the cooled porridge and stir well. Stir in the treacle mixture and add the grated apple or carrot. Stir in the beaten egg.
Spoon into the prepared tin and bake in the oven for about 20 minutes until risen and golden.
